1
Peel and finely chop the onion and garlic. Heat a little more than 3 cups of water in a kettle.
2
Cut the meat into cubes. Using a clean dish towel, dry the meat well.
3
Transfer to a wide bowl or platter and dust the cubes with the flour.
4
Place a large pot over medium heat. When it is hot, drizzle with 2 tablespoons of olive oil and brown about one-third of the cubes, without covering the whole bottom of the pot. If you add all the meat at once, it will cool the pot and cook in its own liquid instead of browning.
5
Season with salt and black pepper to taste and stir gradually so it browns evenly.
6
Transfer the cubes to a bowl and keep the pot over medium heat. Brown the rest of the meat in two more batches, drizzling with 1 tablespoon of olive oil before each batch.
7
After removing the last cubes, pour 1 cup of the hot water into the pot. Using a wooden spoon, scrape the bottom of the pot well to dissolve the browned bits, just until the pot is clean, about 1 minute. Pour this broth over the meat in the bowl, passing it through a sieve.
8
Return the pot to medium heat and drizzle with the remaining olive oil. Add the bacon and let it brown, stirring now and then. Add the onion and sauté until wilted. Add the garlic and mix for 1 more minute.
9
Add the tomato paste and mix well. Return the meat with its broth to the pot and stir just to heat through. Pour in 2 more cups of the boiling water and mix in the Worcestershire sauce. When it begins to boil, let it cook for 6 more minutes.
10
Meanwhile, rinse, dry and chop the parsley. Turn off the heat, taste and adjust the salt and black pepper. Sprinkle with the parsley and serve right away, accompanied by white rice.
