1
Peel and finely chop the onion and garlic. Wash, dry, and finely chop the parsley.
2
Place a large skillet over medium heat. When hot, drizzle with 1 tablespoon of olive oil, add the onion, season with a pinch of salt, and sauté for 2 minutes until wilted.
3
Add the garlic and stir for 1 minute to release its aroma.
4
Drizzle with another tablespoon of olive oil and spread the ground beef across the bottom of the skillet. Raise the heat and let it brown for 1 minute without stirring, so it browns well.
5
Season with salt and freshly ground black pepper to taste, lower the heat to medium, and sauté for 5 minutes, stirring occasionally with a spatula to break up the meat and brown it evenly.
6
Add the tomato paste and mix well. Sprinkle with the flour and stir for 1 minute; the flour makes the filling creamier.
7
Gradually pour in the boiling water, stirring well with the spatula to loosen the browned bits from the bottom of the pan and make the filling moist. The goal is not to make a sauce, but for the filling to be moist and creamy.
8
Turn off the heat, mix in the parsley, and transfer to a bowl.
